This perfectly relates to all this never ending talking we hear the last few years on broadband investment incentives: “no we can’t build, it’s too little demand”, “we can pre-scribe subs but how can we sure they will enroll when the infra- is built”, “Noone else is doing it in the area”, “I don’t know”, “Figures don’t add up”, “I am not sure”, “There is no clear regulation”, “Ahem”, etc.

Well, here’s another thought:
