		<description>Realize that profits are not the only reason Munis build these networks.  They are good for business, economic development, reducing road congestion, reducing pollution, etc.  

One reason the Munis build these networks is perhaps that they are not economic for the local telco or cable company.  If these networks had a large profit potential, the Munis would not have to build them.  The telco and/or the cable company would do so on their own.</description>
