Interpreting Stats, Unbundling for Voice…

Another valued reader made a good remark on an article in Kathimerini I mentioned few posts back. OTE publishes data for its unbundled loops with no indication on what these loops are used for. In short, OTE overestimates broadband connections stats by assuming that all unbundled local loops are used for ADSL services.

This artificially inflates statistics of broadband penetration since, based on EETT’s reports approx. 20-25% of the unbundled loops are used by the alternative operators such as ON Telecoms, Forthnet, Tellas to offer Voice and/or TV services but not broadband.

I am wondering if loop unbundling to provide only Voice and/or TV without broadband is practiced in other European countries as well, and if yes at what extent.
